Step 1: Find a public appealing endeavor. Something that sounds nice but is not really required.
Step 2: Set an ambitious goal and a very far away deadline.
Step 3: Make sure the actual event cannot be easily judged. Success and failure need to be subjective calls.
Step 4: Start a marketing campaign that shows all the “unintended benefits” of the endeavor. Things like “2000 jobs were created to build structure X! We used a new technology Y and now everybody in the world knows us!” – Make sure there is no mentioned to the fact that no one uses structure X or how else that money could have been used
Step 5: Make sure to call everyone who is against the endeavor anti-country.
